Extradition of foreigners from the Federal Republic of Germany to Kuwait is possible, although there is no extradition treaty between Germany and Kuwait.
Extradition requests from Kuwait will be transmitted through diplomatic channels. Requests for provisional extradition detention can be made via Interpol, i.e. the Interpol search in Germany initiated by Kuwait may be sufficient to order provisional extradition detention.
In the event of an extradition request from Kuwait, the restrictions on human rights there will have to be objected to. The extradition procedure is not so much about the fact that rights to freedom of expression and assembly are severely restricted. However, these are indicators as well as reports of excessive actions by the Police against minorities.
Kuwait imposes the death penalty for murder, rape, drug trafficking, terrorism and kidnapping. There have been reports of 7 public executions in January 2017. Torture and ill-treatment have been reported from police custody and detention.
